It is natural to consider these systems to be phase-disordered superconductors, with a resistive character due to flux flow. I will describe recent developments in the hydrodynamic theory of flux flow metals. In particular, new Kubo formulae controlling the optical and dc response of such materials will be presented and will be shown to recover the recent experimental results.
