Abstract: G00.00123 : Prevention of accidental nuclear war by developing a dual-code launching system

To avoid this danger, it has been proposed recently to destroy all nuclear weapons on Earth. This proposal, however, was opposed by the governments of all nuclear powers. As a less drastic solution, we propose to establish a double-code system for the launch of nuclear weapons. All nuclear warheads (in all countries) are required to have a set of dual control codes. That means, launching the nuclear weapon requires not only an authorizing code from the government owning the weapon (as in the current practice), it will also require an authorizing code from a newly established international body (World Council on Nuclear Arms). This new system can be set up by revising the Treaty on the Non-Proliferation of Nuclear Weapons. Once this system is in place, no government can launch a nuclear weapon unilaterally without the approval of the international body. This will greatly reduce the danger of starting a nuclear war.
